Free online tests for the EU sanctioned party lists
In Germany, the Ministry of Justice of North Rhine-Westphalia offers a free online service to check addresses against EU sanctioned party lists.
The check refers solely to EU Regulation 881/2002, but according to the textual description, it can be assumed that the entire consolidated EU list is used as the data basis for the check.
At http://www.finanz-sanktionsliste.de you can search for possible hits by selecting 3 levels 100, 80 and 60% match.
Since summer 2017, the EU Sanction Map offers a good and attractive alternative.
The EU sanctions world map, which was implemented by the Estonian side, offers a very user-friendly sanctioned party lists check with a clear presentation of the results. The application is available in English at https://www.sanctionsmap.eu/.
A clear solution is the graphical representation of the countries affected by sanctions as well as a list of all measures, affected goods, companies and persons. The corresponding legal act of the European Union is directly linked.
Free online checks for the US lists
The Office of Foreign Asset Control (OFAC) offers a comprehensive review of US sanctioned party lists at https://sanctionssearch.ofac.treas.gov/. Currently, it is possible to check for compliance in 46 programs.
An interesting feature of this search is that the threshold of the fuzzy search can be adjusted using a slider. However, OFAC itself deliberately does not provide any recommendation as to which setting should be used: “OFAC does not provide recommendations with regard to the appropriateness of any specific confidence rating”.
It is also pointed out that this search is only a tool and its use alone does not limit criminal or civil liability.
Alternatively, the International Trade Administration of the U.S. Department of Commerce, along with 19 U.S. government agencies, offers Export.gov on their website
search tool, which currently checks against 11 US-lists, which are listed here https://2016.export.gov/ecr/eg_main_023148.asp under Sources.
There is also a switch for the fuzzy search. But if you click on the view of the deposited list entries, an unformatted text desert appears. Therefore we recommend to use the OFAC list search and to choose this search only as AddOn for safeguard.
